LA’s Rapid Succession Arson Fires, Domestic Terrorism and New Years Eve Safety

Something terrible is happening in Los Angeles, and it may impact those planning on revelling in New Years Eve festivities. The recent serial arson fires are impacting communities all over Los Angeles, and it is a horrible serious crime. At this point there have been minor injuries and no deaths, but the brazen tactics recklessly engaged in by the person or persons setting the fires clearly show no regard for injury to human life. At this point the string of crimes is so unbelievable, massive efforts and manpower between LAPD, LAFD and LASD are on a round-the-clock hunt for the suspect(s). From discussions with law enforcement, this is bridging on being classified an act of domestic terrorism which will then involve the FBI and other government agencies. If someone dies and it becomes murder it will be a sentencing game-changer for anyone involved.

For the past two nights as fires were set all over Los Angeles the search has been on for the suspect(s). On Friday night while monitoring various scanners LAPD and LAFD detained a series of suspects on foot, in cars and on motorcycles. Although hope spread on Twitter among the hundreds that were awakened along the perimeter of the various crimes, all suspects were released. A focus however has been on the map. The locations where the fires have been set reveal that the individual or individuals are able to exit quickly and move swiftly to a new location. At one point firefighters expressed frustration as one blaze was clearly set a block away while they were on the scene of another. Several eye witness accounts put suspects on motorcycles. Although unnamed law enforcement sources have confirmed that “multiple sources of video footage from the crimes with possible suspects” exist, the situation is too volatile to release details at this point. In broad strokes, it is suspected that the perpetrator(s) travel on motorcycle, and there may be more than one.

An incident that can’t be ignored in all of this is that the night before the massive string of fires erupted, was the arrest of Samuel Arrington, 22, of Sunland who was arrested on December 29th for setting multiple fires in the Hollywood area. Those fires included a dumpster, a carport and a trash can. He was apprehended trying to set two diesel fuel tanks on a truck on fire. After his arrest, the serial arson rampage began. Theories have circulated that given attitudes perpetuated by the “occupy” and “anonymous” movements - persons associated with Arrington or those just seeking destructive attention predicated on those who own or have anything could be possible motives. The “tolerance” perpetuated by Mayor Antonio Villaraogosa in directing LAPD on how the occupy movements were handled in LA may have bred the idea that committing crimes and bucking the system in the spirit of their movement is not only going to be tolerated by the mayor and local government, but also heralded and duplicated by a nationwide group. The bad news for anyone caught associated with this is that part of a group or not, any suspects apprehended will be facing the weight of potential responsibility for all of the fires. According to an anonymous law enforcement official, “If this flips into being classified as domestic terrorism - expect a few life sentences”.

So where does this leave us on New Year’s Eve, Saturday, and the potential of night #4 of arson attacks and possibly a third night of a citywide Tactical Alert ( which means all law enforcement resources stay on post and are on call as resources if needed for an emergency )? It would be safe to assume that there will be little tolerance for schenannigans. Between CHP’s “zero tolerance” weekend for distracted driving, multiple DUI checkpoints and mass efforts being allocated to the arson fires - the entire City is having fun swapped for fear as the hunt for the suspects grips all corners of LA. Monitoring the scanners from Venice where we normally cover LAPD Pacific Division, all officers on duty were held over and several were dispatched to Hollywood to assist with the arson fires, and holding the scenes as crime scenes until LAFD arson investigators could arrive.

A week ago the biggest concern on behalf of LAPD for New Years Eve was people firing guns into the air and drunk drivers. Tonight, that grim reality is coupled with knowing that families could be displaced from their homes by fire, damage to vehicles and property costing hundreds of thousands and impacting peoples lives and work, and possible serious injury or death may continue to send law enforcement and fire fighters running all over the city chasing the 2011 LA arsonists. Let’s hope we ring in 2012 with no injuries, and the necessary arrests.

Midnight Felony Armed Robbery For Pizza Wakes Residents Near Flower & Lincoln. Yes, For Pizza.

At around 11 p.m. on Thursday night, three Hispanic females stole food from the Pizza Hut on Lincoln and fled to a home on Sunset Ave. LAPD was called, and less than an hour later three males entered the same Pizza Hut and beat up the worker inside and stole several pizzas, fleeing on foot. LAPD was on scene almost immediately and a foot pursuit ensued, following the suspects to an apartment building on Flower. An airship was called, a perimeter was set up and two suspects were in custody a short time later. Feeling confident the third suspect would be discovered from the two already in custody, LAPD called off the airship and K9 units. A foot search is on for the third suspect.

While the fact that they stole several pizzas sounds a bit ridiculous - beating someone up in the process of stealing any property is a felony. The pizzas could have been a purse, wallet, cell phone, stuffed animal - it does not matter. A forceful brutal attack for any property is a felony crime for all involved. Hefty price to pay for a few pizza pies… and a sad profile that similar crimes could happen in the same location inside of an hour of one another.

Coast Guard searching for missing kayaker near Malibu

LOS ANGELES-The U.S. Coast Guard and Baywatch Malibu are searching for a missing kayaker near Malibu, Calif. this evening.

The missing man was reportedly assisting another kayaker when he vanished from sight approximately 1.5 miles east of Point Dume, Malibu.

Baywatch units reportedly found an empty kayak containing a life jacket and a paddle in the search area.

The Coast Guard received the initial call from Baywatch at around 3 p.m.

Shortly after notification, a rescue boat crew from Coast Guard Station Los Angeles was dispatched to the area to aid in the search.

The City of LA Bureau of Sanitation has expanded CURBSIDE collection for Christmas trees. If your Christmas tree is too big to cut and place it inside the green waste bin, simply place the tree next to your green waste bin on collection day.

Using your green bin to recycle Christmas tree?

  1. REMOVE all ornaments, decorations, tinsels, and stand from the tree
  2. CUT tree in pieces to fit into the green bin, and
  3. PLACE the tree pieces inside the green bin for regular pick-up on collection day. Collected Christmas trees will be recycled into compost and mulch.

Get To Know Your 42.15 Venice Beach Boardwalk Vending Ordinance! Enforcement Expected In Late January

In the past, making changes to the 42.15 Venice Beach boardwalk vending ordinance meant lengthy meetings, public comment periods and City Attorney / Council District involvement to make even the simplest change. No more! Now, thanks to paragraph A item 15 in the 42.15 approved ordinance - now if clarifications or changes need to be refined or updated the board simply needs to amend the program rules. The ordinance states that:

Persons using the 205 Designated Spaces are subject to, and shall comply with, the following restrictions and the Program Rules adopted by the Board:

And further states…

15. Program Rules. Rules adopted by the Board pursuant to its Charter authority and made applicable to use of the public space on and adjacent to the Boardwalk. The Program Rules will be adopted at a duly noticed public hearing at which the public is provided an opportunity to comment, as required by the Ralph M. Brown Act, at least ten (10) days prior to implementation. The Program Rules, as may be amended from time-to-time by the Board, shall be available for inspection and copying at the Police Substation or at the Recreation Office.

So, now instead of the entire ordinance being re-written and approved when a modification is needed - the new ordinance was written so that the ordinance is pursuant to the “program rules” which can be changed and amended at any time. So, as the ever-begrudged and litigious have hurled law suits at the city over every little item - the past has taught the city that by having the ordinance be linked to the “program rules”, and having the “program rules” be something that can easily be amended without jumping through ridiculous bureaucratic hoops - now they can effectively manage the ordinance details when everyone tries to skirt the system… as they do.

We have been told that full training on the new ordinance for Rec and Parks and LAPD will happen in January with an expectation of enforcement being implemented near the end of the month. Get your crocheted rasta caps while they last! As mentioned in an earlier post, when doing a count one Saturday, of the 205 spaces that were occupied, 176 vendors were engaging in activity that will no longer be permitted, while only 9 were operating within the latitude of the new ordinance. It is going to be mighty empty out there…

Kids, Cars & Guns. New Year Brings New Laws To California

LOS ANGELES (CBS) — Several new state laws will go into effect on Jan. 1, 2012. Some of the most notable include new regulations for booster seats, sobriety checkpoints and handguns.

Drivers will soon have to buckle all children under the age of eight into a child safety seat or a booster seat.

The new law, which also applies to older children who are too small to wear regular seat belts, is intended to increase a child’s chance of surviving a major crash by 45 percent.

Police will also no longer be able to automatically impound vehicles at sobriety checkpoints if the motorist’s only offense is driving without a license.

Critics say the current law unfairly targets undocumented workers who cannot afford to get their cars back.

California will also become the fifth state to ban the open carrying of handguns in public.

Guns rights activists say this violates the second amendment, but proponents say it will help protect peace officers who are unable to determine whether a gun is loaded.

Merry Christmas Venice

Today the spirit of giving and Christmas was alive with so many kind Venetians who showed up with home cooked meals, and volunteers to help serve. Hundreds of thankful homeless ate bountiful plates of hot food and soup.

Man Makes Threats With Loaded Gun On Rose And OFW - Two Arrested

Today at around 9 a.m. two men were arrested and a gun was recovered after an argument led to one man brandishing a gun and threatening violence. According to witnesses, the argument had been brewing for a few days. A call came out over the police radio that a man with a gun was brandishing the weapon in the Rose Parking lot, and that he operated from a vehicle covered by a tarp. Upon arrival to the scene two men were in custody, and a handgun was recovered. Officers searched the vehicle for additional weapons and ammunition and recovered a box of shells. It was said that the two men were boardwalk vendors that operated and possibly lived out of their vehicle near Navy and Ocean Front Walk.
