Today a large RV that was parked in a red zone was cited and impounded. The driver and occupant who was not the registered owner of the vehicle was also using a handicap placard displayed in the window that was not registered to him. California Law states that if a handicap placard is displayed, the person whom it is registered to must be in the vehicle or being driven at that time. Use of a handicap placard in an unlawful manner is a misdemeanor. The occupant became combative with police and was arrested. The vehicle was impounded.
