You can alway hire armed guards to watch your trash cans. Because the resident is responsible for what the transient does with the mess he makes throwing your trash on the sidewalk, even though they are trash passing when they dive in your dumpster.
If you don’t want someone perusing through your trash at all hours of the night, I would suggest not putting the cans out until the morning of pick up. It’s totally worth it to me.

most cans on my block are outside no matter what. i am so sick of cleaning up after the dumpster divers…
