UPDATE: Ibrahim Arrested, All Drums Seized – Story Unfolded

UPDATE TO THE UPDATE: Ibrahim was arrested by an individual for LAMC violation 41.57. That means an individual demanded an arrest for a violation. Cops made the arrest and seized the property on behalf of the arresting party. Some residents call the police multiple times per day on noise violations, just to have the offending “band” turn down, and turn back up when the cops leave. This may be a new angle for residents along Ocean Front Walk that are at their wits end over the diminished quality of life caused by the constant loud music. We’ll see how this one turns out… its a shocker!

(a)     It is unlawful for any person to cause, allow or permit the emission or transmission of any loud or raucous noise from any sound making or sound amplifying device in his possession or under his control.

(1)     upon any private property, or

(2)     upon any public street alley, sidewalk or thoroughfare, or

(3)     in or upon any public park or other public place or property.

(b)     The words “loud and raucous noise” as used herein shall mean any sound or any recording thereof when amplified or increased by any electrical, mechanical, or other device to such volume, intensity or carrying power as to unreasonably interfere with the peace and quiet of other persons within or upon any one or more of such places or areas, or as to unreasonably annoy, disturb, impair or endanger the comfort, repose, health, or safety of other persons within or upon any one or more of such places or areas.

The word “unreasonably” as used herein shall include but not be limited to, consideration of the hour, place, nature, and circumstances of the emission or transmission of any such loud and raucous noise.

 

UPDATE: This might be a private persons arrest… where an individual alleged a crime and is taking responsibility for the arrest ( or just report ). Still gathering data…

So twitter follower @radboyb sent me a quick update that Ibrahim, legendary Venice Beach boardwalk drummer and painter was arrested and all of his drums were seized. Not sure what the charges were. I can only speculate that he exceeded citations for excessive noise violations… it is possible that the drums will be held until the court date. Residents in the area have likened the musicians on the boardwalk to “Chinese water torture” – and noise violations are one of the most common daily police calls from nearby residents.

I heard a call by the Horsie Cops to have a beach unit assist them at Dudley and Ocean Front Walk and they needed a truck… assuming this was the case. The Metro Officers (Horsie cops) don’t take any schenannigans and don’t really care about the local flavor. If you violate the law, your going to get a ticket or get arrested.

  1. I’m a resident on OFW and have absolutely no objection to the musicians who used to play on the corner of OFW and Dudley. Most of the music was the best of the boardwalk and I enjoyed hearing it through my open windows. The soul & blues singers were wonderful, along with others who’d perform. As an OFW property owner, I do not share the sentiments of my anti-music performer neighbors who’re fortunate enough to own property on the boardwalk but forget the spirit of Venice! Shame on those calling the police!!!

  2. This person’s effort to proceed in private is likely the only viable way to proceed. Residents on Dudley Avenue have complained since Ibrahim began his drum orchestra in late 2003 to early 2004, asking the L.A.P.D., the Department of Recreation and Parks, the City Attorney’s Office, and the Council Person for District 11 for relief, all without any success. Once even the L.A.P.D. Noise Enforcement Team confirmed that the noise violated the City Noise Ordinance, but that was ended before it could result in any citations. Unfortunately, this way of eliminating the captive listening of musical performances suffered by residents was fruitless. The City has taken a position of refusing to act upon the complaints of residents in the area. So this person’s method will be the only way to correct this long time nuisance for people living in the area.

  3. It is all along the boardwalk! Maybe if more people sign complaints or make arrests then we will be able to live in our homes again.

  4. As a long time Venice resident, I say FANTASTIC! They should also book him for defacing public property! Don’t know why this guy thinks he owns that corner of public property
